Whats needed:

  1. ESRI ArcGIS software
  2. BGInfo from Microsoft/Sysinternals http://technet.microsoft.com/en-us/sysinternals/bb897557.aspx
BGInfo can read registry settings and write them to the desktop wallpaper.
